Who needs a moped driving license

The M class moped driving licence is mandatory for those moped drivers born in 1985 or after, unless they already possess a driving license for motorcycle or car. 

Driving a moped does not require a license,
if the driver has turned 15 prior to 1 January 2000. 

Moped or any other vehicle can not be driven by a person that lacks the prerequisites to do so due to sickness, defect, injury, fatigue or other similar circumstance.     

Moped may not be given to a person who does not have a license or is otherwise unfit to drive.  

Light four-wheeler

At least an M class (moped driving license) is required to drive a light four-wheeler.

What does moped license entitle to? 
 
-   It entitles the license holder to
    drive two-wheel and three-wheel
    mopeds and a light four-wheeler.

-   It does not give the right to drive a
    tractor or a snowmobile.

A low-power moped which has been equipped with pedals - and has a maximum speed of 25 km/h - can be driven without a license, but the driver must still be at least 15 years old. Also outside the road area, i.e. in the terrain, the driver of the moped must be 15 or older.    

T class license (tractor driving license) entitles the holder to drive a snowmobile, but not a moped. 


Violations are registered

All the traffic violations of moped drivers are registered. Repeat offences lead to a driving ban.  

If one drives a moped without a license, fines will ensue. In addition, getting a license is delayed by at least a year. Also the acquiring of a motorcycle or car driving license may be delayed for this reason.  

Acquiring a license


Acquiring a moped license requires a driving license permit which must be applied from the local police. The application must include: 
 
-   proof of a physician’s examination
    which can be no older than six
    months or a youth health certi-
    ficate which may be no older than
    five years 

-   two passport photographs

-   written consent from the
    guardians, if the applicant is
    under 18 years old
 
In addition the applicant will fill a form at the police station stating that he/she does not have a driving license or a driving ban previously issued in an EU or ETA country. The applicant must have a permanent place of residence in Finland.  

The driving license permit costs EUR 40.
